When the social security card project was initiated in 1998, the Shanghai Municipal Information Commission established the Shanghai Social Security and Citizen Service Center to oversee the development and maintenance of networks, systems, databases, Web sites, and interactive voice services that would support delivery of the cards.
This paper details the solution that the Shanghai Social Security and Citizen Service Information Center uses to build a data warehouse and implement business intelligence tools, and the role Oracle played in the process.
